(Brussels, 12 October, PR0377-26) Today, ENTSOG published the draft Hydrogen Infrastructure Gaps Identification (H2IGI) Report for the Ten-Year Network Development Plan (TYNDP) 2026 and launched a public consultation. Stakeholders are invited to provide feedback by 30 October 2026. The report has been prepared in accordance with Article 13 of the TEN-E Regulation (EU) 2022/869.
The H2IGI uses Europe-wide simulations to identify potential regional gaps expected to be in place in Europe’s long-term hydrogen infrastructure. Building on the existing analyses for 2030 and 2040, the report introduces an assessment for 2035 and extends the analysis to 2050. It quantifies the identified gaps using specific IGI indicators.
The draft report is published together with the following supporting documents and tools for TYNDP 2026:
H2IGI online visualisation platform – for interactive exploration of data and results
Infrastructure report (published in August 2026) – a detailed overview of the collected hydrogen and natural gas projects.
Annex A (published in May 2026) – a list of infrastructure projects part of the TYNDP 2026.
Annex B (published in August 2026) – Infrastructure maps for hydrogen and natural gas.
Annex C – Infrastructure capacity data for hydrogen and natural gas.
Annex D – post-stakeholder consultation versions of guidance documents for the TYNDP 2026 providing a comprehensive description of the methodologies and assumptions used:
Annex D1 – Implementation Guidelines (IG) for the project-specific Cost-Benefit Analysis of hydrogen sector candidates for the status of Project of Common Interest (PCI) or Project of Mutual Interest (PMI).
Annex D2 – HydrogenInfrastructure Gaps Identification (IGI) methodology used to establish the H2IGI report.
Annex D3 – Natural Gas & Hydrogen System Assessment methodology used for all other TYNDP deliverables, outside the PCI/PMI selection process.
Stakeholder consultation report for TYNDP 2026 guidance documents, explaining the feedback received from stakeholders and how it was addressed.
Stakeholders are invited to submit their feedback through the public consultation questionnaire by 30 October 2026. The consultation invites stakeholders to respond to eight questions covering the published H2IGI report and supporting materials, as well as two additional questions on gas quality aimed at supporting ENTSOG's long-term gas quality monitoring activities. ENTSOG will consider the feedback received to finalise the H2IGI report for submission to ACER, the European Commission, and Member States for their opinions.
As part of the consultation process, ENTSOG will hold a stakeholder webinar, on 19 October 2026, to present the draft report and answer participants’ questions. Registration is possible via this event page.
As required by Article. 13 (1) of the TEN-E Regulation, ENTSOG would welcome feedback from the following stakeholders and their involvement in the consultation process: the EU DSO entity, associations involved in electricity, gas and hydrogen markets, heating and cooling, carbon capture and storage and carbon capture and utilisation stakeholders, independent aggregators, demand-response operators, organisations involved in energy efficiency solutions, energy consumer associations, civil society representatives, ACER, and Member States’ representatives.
The draft documents are available in the TYNDP 2026 section of the ENTSOG website, and on the newly published TYNDP 2026 website.
