ENTSOG publishes its Tariff Network Code Monitoring Report

(Brussels, 1 October, PR0374-26) Today, ENTSOG publishes the Tariff Network Code (TAR NC) Monitoring Report for 2026, providing an overview of the implementation of the TAR NC by European gas Transmission System Operators (TSOs) and its effects on tariff transparency and market harmonisation across Europe.

Published every two years, the report provides a valuable reference point for assessing how recent market developments, including changing gas flow patterns since 2021, continue to influence tariff setting and revenue recovery across Europe.

The 2026 edition shows that European TSOs have achieved a high and stable level of compliance with the TAR NC. All responding TSOs apply the new Reference Price Methodology framework introduced by the Network Code, confirming the successful implementation of one of its key objectives. Looking ahead, the report also notes that the implementation of the Hydrogen and Decarbonised Gas Market Package may create the conditions for future revisions of the TAR NC.

Beyond implementation, the report highlights how the European gas market is gradually moving past the disruptions experienced during the energy crisis which peaked in 2022. While some TSOs continue to face significant revenue impacts linked to changing gas flows and significant variability in revenue recovery, the number of operators experiencing very large revenue imbalances has returned to levels seen before the COVID-19 pandemic period.

Overall, the report confirms that the TAR NC continues to support a transparent, predictable and increasingly harmonised tariff framework for TSOs across the European gas market.
